Objectives
  • The African Development Bank is Africa's premier development finance institution. Within the Bank, the Office of the Senior Vice-President (SVP) designed to improve coherence and coordination across complexes, ensure strategic priorities are reflected in resources allocation, enhance monitoring and management of performance, and strengthen the focus on results.
  • The Executive Assistant will work directly with the SVP.
Duties and Responsibilities
Under the general supervision of the Director, Office of the SVP, the incumbent will perform the following duties and responsibilities:
  • Responsible for the Office Management including development of efficient and effective systems and routines for the administration of the SVP’s office. Routines for proper receipt and follow up of correspondence to ensure timely responses, efficient telephone system, and management of the SVP’s briefing files.
  • Preparing briefs, analyses and short papers for the SVP on various subjects, as needed.
  • In consultation with the SVP, design, establish and maintain the dairy/calendar. Ensure compliance with the requirements of the preparation of the SVP’s attendance and/or response to attend meetings.
  • Coordinating appointments of high-level visitors; ensuring security, protocol, and divisional involvement. Maintaining formal and cordial relationships with Governors, Embassies, Representations and sister institutions, agencies, relating to direct contacts with the SVP.
  • Coordinating the work of the assistants in the front office to ensure an efficient daily running of the office. This includes determining priorities, balancing work load and ensuring output quality.
  • Maintaining close links and collaboration with the front offices of various departments within the Bank and those of the executives of other international institutions.
  • Provides input in all aspects of activities relating to In-House meetings and in support of major events (conferences and meetings) as well as in determining emerging issues requiring the intervention of the SVP.
  • Ensures follow up of the required written contributions and briefing materials, i.e. talking points, speeches, media program, etc. during the SVP’s meetings (in-house and on mission abroad).
  • Travels with the SVP on working missions as deemed necessary.
  • Works in team with the Administrative Assistant on the SVP’s Travel on mission (Logistics) and Budgeting. Contributes in SVP Work Program development and provides KPIs proposals and inputs to the yearly budget preparation.
  • Performs any other duty pertinent to the work, assigned by the Director and the SVP.
Selection Criteria
Including desirable skills, knowledge and experience
  • A minimum of a Master's degree or its equivalent in Administration or Office Management, or any other discipline that is relevant to the operations of the Bank.
  • A minimum of four (4) years of relevant professional experience;
  • Excellent organizational, analytical, coordination and communication/writing skills;
  • Ability to work accurately, methodically and to meet deadlines;
  • Integrity and ability to work under pressure and to deliver timely quality services;
  • Ability to handle speedily and efficiently internal and external requests;
  • Good professional experience and knowledge of one of the Bank’s operations;
  • Ability to assess problems and develop realistic solutions quickly, proven ability to adopt a multidisciplinary approach to issues;
  • Demonstrated mature sense of judgment;
  • Excellent written and verbal communication skills in English and/or French;
  • Competence in the use of Bank standard software (Word, Excel, Access and PowerPoint, SAP and/or other integrated document management system).

Objectives
  • The Human Development Department (OSHD) is in charge of the Bank’s interventions in the social sector (including education, health and social protection).
  • The Department carries out its work within the overall goal of poverty reduction and in conformity with established Bank policies and strategies on education, health, and social protection. The Department includes three Divisions: (i) Health (OSHD.3), (ii) Education, Science and Technology (OSHD.2), and (iii) Poverty Reduction and Social Protection (OSHD.1).
  • The OSHD is guided by the Bank’s Human Capital Development Strategy which focuses on increasing competitiveness and employment opportunities; ensuring value for money and accountability for improved service delivery; and ensuring inclusion and social cohesion.
Duties and Responsibilities
Under the general supervision of the Division Managers of OSHD.1 and OSHD.3, the incumbent will carry out the following duties and responsibilities:
  • Provide operational support to OSHD.3 Division Manager;
  • Manage the division's database and perform any task related to data entry and analysis as required;
  • Manage the electronic data archiving system of the Division;
  • Establish a database to track disbursements, on-going projects, aged projects-related disbursements, problem projects, potential problem projects and those to be supervised;
  • Monitor projects to be implemented and those whose last disbursements dates need to be extended;
  • Facilitate training on the use of the Bank-wide Project Processing Schedule (BPPS) to ensure teamwork, transparency and accountability in the process of reviewing operations for Bank documents to be submitted to the Board for approval or information;
  • Ensure regular information update on projects included in loan programmes;
  • Support Division Managers, Lead Sector Experts and OSHD Project Managers in managing OpsCom's (Operations Committee) schedule and coordinate with teams, as appropriate, including the two regional resource centres and field offices;
  • Assist in preparing documents, briefing notes, spreadsheets and correspondence necessary to manage projects / programmes;
  • Take notes during meetings, draft correspondence and prepare minutes as requested;
  • Coordinate matters related to SAP, BPPS and other information technology aspects with the Corporate IT Services Department (CIMM), and provide assistance to Division Managers, Lead Sector Experts and Project Managers;
  • Manage all logistics issues-related to OpsCom's weekly meetings and organize other meetings, appointments, lunches and events to ensure these activities are responsibly managed;
  • Perform any other operational support duties requested by OSHD Management and any other duties deemed necessary to Division Managers.
Selection Criteria
Including desirable skills, knowledge and experience
  • At least a Bachelor degree or its equivalent in public administration, management, Information Technology or related field.
  • At least five (5) years relevant practical data management experience, with progressively higher responsibilities in an international organization.
  • Excellent written and verbal communication skills in English and/or French, with a good working knowledge of the other language.
  • Working experience with multilateral development banks.
  • Proven high level initiative, enthusiasm and team spirit.
  • Excellent organizational and interpersonal skills.
  • Knowledge of the Bank’s standard software (Word, Excel, Access and Power Point); knowledge of SAP will be an asset.

Objectives
  • The Joint Secretariat Support Office (JSSO), based in Addis-Ababa, Ethiopia a joint initiative of the African Union Commission (AUC), the UN Economic Commission for Africa (ECA) and the African Development Bank (AfDB).
  • The main purpose of the JSSO is to strengthen collaboration and coordination and leverage synergies between the three institutions.
  • The Office therefore works closely with the three institutions to monitor and follow up on the implementation of joint initiatives such as the PIDA, Agenda 2063, the Continental Free Trade Area (CFTA), ClimDev, etc.
  • The Incumbent will work closely with the Coordinator to implement joint initiative to strengthen the collaboration between the three institutions.
Duties and Responsibilities
Under the general guidance of the Director of ONRI and the specific technical guidance and administrative supervision of the JSSO Coordinator, the senior Program Officer of the JSSO will perform the following duties and responsibilities:
  • Write reports and briefs for the JSSO related to key continental initiatives such as Agenda 2063, ClimDEV, BIAT, CFTA, & PIDA;
  • Provide technical input to seminars, Workshops and meetings organized by JSSO;
  • Monitor implementation of joint programmes & ensure complementarity among the three continental institutions: AUC, UNECA & AfDB;
  • Help to determine new and emerging issues requiring strategic intervention by the three institutions;
  • Ensure that cooperation arrangements are program-oriented and based on the common priority areas;
  • Identify resource requirements of the JSSO and its activities as well as potential funding sources;
  • Coordinate the on-going collaboration between the three institutions in the area of regional integration, particularly with regard to the implementation of NEPAD programmes and activities such as the Program for Infrastructure Development in Africa (PIDA), the prioritization of NEPAD programs, implementation of the African Action Plan (AAP) and participation in the African Peer Review Mechanism (APRM) and their related programs and meetings;
  • Provide technical input to technical reports and supervise research reports commissioned by JSSO secretariat;
  • Represent the Bank, upon delegation by the JSSO Coordinator or other relevant Bank departments, in joint meetings with the ECA, AUC and other Addis Ababa-based institutions and help coordinate joint initiatives;
  • Prepare each year a Report on the Status of collaboration between the three institutions.
Selection Criteria

  • At least a Master's degree in Social Sciences, Development, Economics International Relations and related fields.
  • A minimum of six years of relevant professional experience
  • Excellent writing and analytical skills (an added advantage)
  • Knowledge of Bank policies and good working knowledge of the AUC and ECA
  • Experience in dealing with national and regional authorities.
  • Proven ability to conduct research, analyse and synthesize information and produce reports.
  • Demonstrated interpersonal skills.
  • Excellent computer skills: Word, Excel, PowerPoint etc.
  • Language skills: proficiency in English and French, given that the incumbent will be required to interact with highest authorities of the three institutions and member countries, RECs, DFIs, ROs, the media, civil society organizations and other stakeholders, sometimes on a one-to-one basis.

 African Development Bank (AfDB) is currently recruiting to fill the position of a Research Economist.

Objectives
The African Development Bank places research and knowledge sharing at the center of its activities, as sound economic analysis has the potential to play an important role in the transformation of African economies towards sustainable development and poverty reduction. In 2007, the AfDB established a Development Research Department as part of the Bank’s reform process. The Department's activities focus on devising and undertaking a program of research and analysis on priority social and economic development issues that support the Bank's policy and operations agenda.

The Department comprises about 25 researchers in two Divisions. The Research Partnerships Division is seeking to strengthen its team of researchers by recruiting a Research Economist with expertise in economic and development research and strong quantitative background, good analytical and writing skills.

Duties and responsibilities
Under the general supervision of the Director and direct supervision of the Division Manager the incumbent’s Duties and Responsibilities will be as follows:
  • Contribute to the production of Bank’s flagship publications (African Development Report, African Economic Outlook), Bank Group Annual Report and research studies.
  • Provide economic intelligence (through statements, speeches, policy briefs) to the President and Senior Management on economic development issues.
  • Undertake research and write publications in the Bank’s Working Papers Series, policy briefs, journal articles and other publications.
  • Participate in and contribute to Country Strategic Papers (CSP), Economic Sector Work (ESW), and other activities related to improving the Bank’s operational effectiveness.
  • Review operations documents and participate in review meetings.
  • Provide support to Division Manager on any other tasks upon request.
  • Perform other duties as may be assigned by the Division Manager.
Requirements
Selection Criteria
Including desirable skills, knowledge and experience
  • At least a Master’s degree in Economics, or related social sciences. Preference will be given to candidates with a PhD in these subject areas.
  • At least 4 years of relevant professional experience in development policy research or University teaching.
  • Strong econometrics background and knowledge in the use of standard statistical packages including stata and Eviews.
  • Knowledge to develop and implement research programs; ability to design and manage research projects from conceptualization to publication.
  • Ability to undertake research projects with limited supervision; clear written and oral communication skills as well as mature interpersonal and professional relationships.
  • Ability to communicate and write effectively in English and/or French, with a good working knowledge of the other language.
  • Proven skills in drafting and preparation of policy memoranda; Competence in the use of Bank standard software (Word, Excel, Access and PowerPoint).
  • For this position, team work skills are critical: ability to work in interdisciplinary environment, contribute constructive comments and receive positively the views of the team members on own work.
